The announcement underscores Cambodia's determination to protect the safety, dignity, and welfare of its citizens and foreign nationals.

Prime Minister Hun Manet's administration cited significant successes in dismantling criminal networks and bringing perpetrators to justice. However, the government acknowledged the evolving sophistication of online crime, with networks operating across borders and exploiting advanced technologies and deceptive recruitment tactics. Cambodia emphasized that many individuals caught in these schemes are themselves victims of trafficking and coercion.

The government stressed the importance of distinguishing between criminals and victims, advocating for humane and just responses. It also urged responsible and factual reporting to avoid stigmatizing vulnerable communities and to support effective law enforcement efforts.

Over the past two years, Cambodia has ramped up its efforts to combat online scams through nationwide operations, legislative reforms, enhanced inter-agency coordination, and targeted enforcement actions. These efforts have included the revocation of business licenses, suspension of illegal websites, and the freezing of illicit financial assets.

Cambodia is also prioritizing international cooperation, working closely with countries like South Korea, China, and fellow ASEAN member states through joint investigations and intelligence sharing. The government expressed condolences for recent incidents involving Korean nationals victimized by online scams in Cambodia, underscoring the shared commitment to combating these crimes.

Looking ahead, Cambodia plans to establish a national cyber-crime task force, upgrade its digital forensics capabilities, and strengthen cross-border partnerships. The government emphasized that its response to transnational crime requires global unity, rooted in cooperation and mutual respect.
