Two Ministries Join Forces to Modernize Cambodia’s Construction Standards

PHNOM PENH, (EAC News) — Aug. 27, 2025 — The National Construction Laboratory of the Ministry of Land Management, Urban Planning and Construction and the Construction and Public Works Laboratory of the Ministry of Public Works and Transport signed a Memorandum of Understanding (MoU) Wednesday as part of a joint strategy to modernize Cambodia’s public administration.

The agreement aims to foster closer collaboration between the two ministries by replacing the previous system, in which each institution led its own sector independently. Under the MoU, both ministries will set common standards for public and civil construction and work toward unified legal norms to ensure quality, safety, and aesthetic standards in construction for the benefit of the Cambodian people.

Officials said the MoU removes a major barrier to cooperation and strengthens the integration of state institutions, supporting a more intelligent and agile public administration.
