PHNOM PENH (EAC News) — The Ministry of Foreign Affairs and International Cooperation of Cambodia has issued a formal protest to Thailand over continued border encroachments by Thai military forces, according to a statement released Monday.

The protest was sent on Aug. 25, 2025, after Cambodian authorities reported that Thai forces had laid barbed wire at two additional locations along the border, despite previous agreements aimed at de-escalating tensions.

The ministry said the latest military activities took place at about 2:20 p.m. local time, when Thai troops laid barbed wire at two new sites, approximately 100 and 80 meters southwest of a previous incident on Aug. 12. Those locations are near Boundary Pillars 46-47, in Chouk Chey Village, O Bei Chorn commune, O Chrov district in Banteay Meanchey province.

Cambodian officials expressed grave concern over these actions, citing ongoing violations that undermine efforts toward peaceful resolution and breach commitments made during multiple agreements. These include the ceasefire of July 28, 2025, the minutes of the Aug. 7, 2025, meeting of the General Border Committee (GBC), and the outcomes of the regional border meeting of the Cambodia-Thailand Border Committee (RBC).

The statement emphasized that both sides had agreed not to undertake provocative actions or military activities that could escalate tensions, including entering each other's airspace or territory. The Cambodian government reminded Thailand that unilateral border demarcation efforts violate the spirit of the 2000 Memorandum of Understanding (MoU), the mandates of the Joint Boundary Commission (JBC), and international principles outlined in the United Nations Charter, ASEAN Charter, and the Treaty of Amity and Cooperation.

Cambodia urged Thailand to maintain the status quo established by the ceasefire from July 28, 2025, and to take measures to prevent further violations. It called on both countries to resolve border disputes through the GBC and JBC mechanisms and to fully comply with all bilateral agreements and international commitments.

The Cambodian government reaffirmed its commitment to resolving border issues peacefully and in accordance with international law. It emphasized that the country's position remains resolute: borders must not be altered by force.
