Large-Scale Crackdown on Online Fraud Leads to Significant Arrests and Rescue Operations in Kampot Province

Kampot Province, August 20,  2025 – In early August 2025, the tranquil landscapes of Kampot Province witnessed a dramatic upheaval as law enforcement agencies undertook an extensive operation against a sprawling network of online fraud. This crackdown was spearheaded by the Commission for Combating Online Scams (C.B.C.C.), in collaboration with the Kampot Provincial Unified Command, marking a pivotal moment in the battle against cybercrime in Cambodia.Amidst this concerted effort, the operation brought together various forces, including the Police Commissioner, the Military Police, legal experts, and judicial representatives from the Kampot Provincial Court. Their mission: to dismantle an insidious web of crime that had ensnared victims across national borders. The coordinated raids stretched from August 8 to August 12, leading to the capture and indictment of 14 suspects, accused of heinous crimes ranging from online scams to brutal murders.

The operation’s spotlight fell on two notorious cases. The first unfolded at Villa Crown, where investigators discovered evidence pointing to a sophisticated online scam ring. Authorities seized an arsenal of technological equipment—301 mobile phones, 39 desktop computers, and multiple tablets—tools of deception meticulously assembled by a criminal triad already en route to facing justice in court. Their capture signaled the first wave in a continuing effort to unearth the masterminds.

The second case broke through the stillness of night on August 10, as authorities responded to a grim discovery in Bokor City. There, in the confines of a vehicle, lay SONG JINXIN, a young Chinese man, his life brutally extinguished. This tragic find unraveled further horrors within a building on Bokor Mountain, a site masquerading as a legitimate enterprise but secretly housing a malicious scam operation. The suspects admitted to orchestrating this murderous deception, their confessions drawing a curtain back on the brutality endured by their victims. A cache of 35 mobile phones reinforced the digital threads weaving their fraudulent tapestry.

The operation achieved not only justice for SONG JINXIN but also liberation for more than ten Korean nationals, victims entrapped by lies yet freed through vigilant enforcement. Throughout these tumultuous days, legal indictments cascaded down, with Mr. Chhun Chanseiha, Kampot Provincial Court's investigating judge, detaining five foreign individuals deeply entangled in this grim enterprise: AYE AYE, WEI HUAN MO, ZHAO YANG LONG, LIU LONG FU, and MIE SAN JLANG, all hailing from Myanmar and China.

Moreover, the operation unveiled a darker layer of human trafficking. Five men, exposed amidst the crackdown’s intensity, faced charges for their roles in trafficking human souls, exploiting vulnerabilities for profit. Led by Mr. Bung Huy, Deputy Prosecutor, these individuals—RONG GEN YU, HUANG GUANG CHENG, SHU CHAO YUE, ZOU DE HUA, and Ieng Vibol—stood accused of orchestrating human transports, captured ignominiously at a local gas station.

This sweeping crackdown stands as a testament to Cambodia's relentless pursuit of justice, bolstered by the July 2025 national campaign aimed at purging technology fraud. Their efforts reflect a commitment to safeguarding the public, mitigating crime, and restoring societal equilibrium.

Thus, in the heart of Kampot Province, authorities have drawn a definitive line in the sand, halting the tide of crime and asserting the rule of law. This operation not only marks a victory against the malaise of cybercrime but serves as a beacon of hope and resolve, ensuring that justice prevails, and the innocent are shielded within the protective embrace of law and order.
