Phnom Penh, August 16, 2025 — The Government of Japan announced an emergency grant of approximately US$1.8 million yesterday to address urgent humanitarian needs in the Cambodia–Thailand border areas. This decision underscores Japan’s ongoing commitment to promoting regional stability and supporting peaceful relations between the two neighboring countries.

Japan’s Foreign Minister, through official statements, highlighted the importance of maintaining cordial and cooperative relations between Cambodia and Thailand, which are vital for regional stability and development. The government has been actively advocating for the de-escalation of tensions and the steady implementation of the ceasefire agreement reached by both nations.

The humanitarian assistance will be facilitated by reputable international organizations, including the International Organization for Migration (IOM) and the United Nations Children's Fund (UNICEF). The contributions are designated for specific areas of urgent need:

The IOM will oversee the distribution of essential supplies, temporary shelters, and healthcare services with an allocated budget of USD 1,000,000.

UNICEF will focus on Water, Sanitation, and Hygiene (WASH) initiatives and Child Protection programs, with a contribution of USD 800,000.

Japan hopes that these efforts will support the restoration of peaceful livelihoods in the affected border communities and strengthen regional stability. The Japanese government reaffirmed its support for the immediate and unconditional ceasefire, emphasizing its commitment to alleviating the hardships faced by those impacted by recent conflicts.

In a statement issued yesterday, Ambassador UENO Atsushi expressed his sympathies and support, stating: “On August 15, the Government of Japan decided to provide an emergency grant of approximately US$1.8 million to address urgent humanitarian needs in the Cambodia–Thailand border areas. With this assistance, we aim to help distribute essential supplies and establish temporary shelters through IOM and UNICEF. The Government of Japan strongly supports the immediate and unconditional ceasefire between Cambodia and Thailand, and we sincerely hope for a swift return to peace.”

Ambassador UENO, along with Colonel Hara Takashi, Japanese Defense Attaché in Cambodia, have recently visited the border regions expressing deep concern over the impact of the conflict. The Embassy of Japan in Cambodia reiterated its commitment to supporting peace efforts and providing aid to affected communities.
