International Observer Team Conducts Monitoring Visit Following Cambodia–Thailand Ceasefire Agreement

Thursday, August 14, 2025 — A seven-nation Interim Observer Team (IOT), led by the Malaysian Defence Attaché to the Kingdom of Cambodia, conducted an inspection visit to Boeung Trakoun Border Checkpoint in Banteay Meanchey Province, Cambodia. The delegation was joined by other resident and non-resident defence attaches from participating nations. The observation mission took place in the aftermath of the ceasefire agreement and the joint statement issued during the Extraordinary Cambodia–Thailand General Boundary Committee (GBC) Meeting held on August 7, 2025, in Malaysia, according to official statements from the Cambodian Ministry of Defence.  

The visit aimed to assess the current situation at the border and to observe compliance with the ceasefire, which both countries agreed to enforce following recent hostilities. Since the ceasefire’s implementation at midnight (1700 GMT) on August 14, the situation along the border has been closely monitored by international and regional observers, seeking to maintain peace and stability.

Meanwhile, Thailand’s government announced its preparations to strengthen diplomatic efforts. A statement from the Ministry of Foreign Affairs indicated that a diplomatic delegation, comprising representatives from embassies of countries party to the Ottawa Convention, will visit Ubon Ratchathani and Sisaket provinces on August 16. The delegation will observe demining operations conducted by the Humanitarian Mine Action Unit 2 in the Phu Makuea area of Sisaket, as well as inspect civilian damage sites including Ban Nong Mek, Sao Thong Chai Subdistrict, Kantharalak District, and Hum Soranwittaya School. The Thai military also plans to dispatch a team of observers to the border region from August 18-20.  

Thai government spokesperson Mr. Jirayu Huangsap emphasized the country’s commitment to transparency and international law. During a briefing at Government House at 10:00 AM, he urged Cambodia to cease alleged violations of human rights and Thai sovereignty, and specifically addressed accusations that Cambodia has been clandestinely planting anti-personnel landmines—a breach of international obligations under the Ottawa Convention.  

Cambodia’s government has repeatedly called for adherence to the ceasefire and the 13-point agreement, urging Thailand to respect the peace process. The Cambodian Ministry of Foreign Affairs continues to scrutinize reports of border violations, emphasizing their commitment to peaceful resolution.

The Thai government’s upcoming visits are part of broader efforts to build confidence and transparency between the two nations. Both governments have expressed their desire to de-escalate tensions and avoid further violence along their approximately 800-kilometer border. The ongoing diplomatic and military observation missions underscore their commitment to implementing peaceful measures, in accordance with international standards.

This latest ceasefire follows five days of intense clashes that displaced over 300,000 civilians and resulted in at least 38 fatalities, mostly civilians. The conflict represented the most serious border hostilities between Cambodia and Thailand in over a decade. International efforts led by Malaysia, the ASEAN Chair, alongside the United States and China, have played a key role in mediating and encouraging the resumption of peace talks.

As international and regional observers monitor the situation, diplomatic delegations continue to emphasize dialogue, adherence to international treaties, and confidence-building measures. These upcoming inspections and visits are viewed as critical steps toward fostering long-term peace and stability in Southeast Asia.
