Phnom Penh, August 9, 2025 — The Cambodian government has issued updates on the implementation of the recent ceasefire agreement with Thailand, emphasizing progress while calling for continued commitment and transparency from all parties involved.
Since midnight on July 28, 2025, Cambodia has maintained a stance of patience and restraint, exercising diplomatic prudence amid ongoing tensions along the border. Highlighting the significance of recent diplomatic achievements, Cambodia referenced the successful outcome of the Extraordinary Meeting of the Cambodia-Thai General Border Committee (GBC) held in Kuala Lumpur, which resulted in a 13-point agreement aimed at de-escalating conflict and establishing a foundation for lasting peace.
However, Cambodian officials expressed concern over the proliferation of false information circulating from Thai sources during the ceasefire’s implementation. Cambodia’s spokesperson, Mr. Pen Bona, emphasized that such claims are baseless and do not reflect the reality on the ground. He pointed out that both the Cambodian people and the international community have skepticism about the claims, and even within Thailand, doubts persist among the populace regarding the credibility of these reports.
He urged Thailand to demonstrate goodwill and honor the ceasefire in good faith, stressing that peace benefits both nations and their people—Khmer and Thai alike. Cambodia also called on Thailand to act responsibly and transparently to sustain the fragile truce.
The Kuala Lumpur agreement received widespread praise from regional and global stakeholders. During a 4:00 PM press briefing, Mr. Chum Sounry, spokesperson for Cambodia’s Ministry of Foreign Affairs, highlighted positive reactions from ASEAN member states and key international partners, including the United States, China, Japan, and Australia.
ASEAN countries, with Malaysia coordinating observer missions, and the support of Indonesia and Singapore, emphasized the importance of faithful implementation of the ceasefire commitments. The United States, through Secretary of State Marco Rubio and President Donald Trump, expressed hope for full adherence by both sides and reaffirmed support for ASEAN-led peace mechanisms.
China reaffirmed its commitment to supporting the ASEAN-led process and pledged ongoing constructive engagement to help resolve the border dispute. Japan underscored regional security concerns and reaffirmed its support for the agreement, while Australia emphasized the need for both countries to adhere to international laws and resolve disputes peacefully.
Cambodian military officials provided an update on security issues, reaffirming their commitment to peace and stability. However, they expressed deep concern over the continued detention of 18 Cambodian soldiers unlawfully captured by Thai forces since July 29. As of 4:00 PM on August 9, over 11 days have passed, and Cambodia has repeatedly urged Thailand to release and return the detained personnel in accordance with international humanitarian law.
The Cambodian Ministry of National Defense, Spokesperson LTG. Maly Socheata, stated: “The positive outcome of the GBC meeting reflects our mutual determination to promote peace, stability, and development. We urge Thailand to fulfill its obligations and release all detained soldiers immediately, in accordance with international law. We will continue to advocate for their safe return and remain committed to implementing the ceasefire fully.”
