Justice Ministry Revamps Mechanism to Accelerate Court Case Resolutions

On Tuesday, Deputy Prime Minister and Minister of Justice Koeut Rith led a meeting to announce important updates to the mechanism designed to expedite the resolution of court cases. This initiative is part of the "Campaign to Investigate and Resolve Court Irregularities," launched on August 14, aimed at addressing the inefficiencies that have impacted the Cambodian judicial system.

Sok Wisal, spokesperson for the campaign, shared insights with EAC News, noting that the meeting focused on evaluating the campaign's progress and setting strategic priorities for the steering committee responsible for tackling court irregularities. Wisal highlighted that complications arose from the fragmented structure of the existing framework, which hindered the efficient flow of cases between teams. To improve efficiency, the Ministry intends to establish a unified working group.

Since the campaign's inception, prosecutors and courts have successfully resolved 78,365 cases—including criminal, civil, and other matters—between January and July. This accomplishment reflects approximately 64% of the total 121,553 outstanding cases in the system.

In the first half of the year, the committee received 1,474 complaints related to court irregularities. Among these, 786 complaints—53% of the total—were filed by citizens requesting expedited resolutions to their cases, of which 630 have been successfully settled. Additionally, 698 complaints specifically concerning court irregularities accounted for 47% of all submissions, with the committee addressing 36% of these concerns.

Wisal commented, “Though we've made significant progress, reaching around 50% completion, our goal is to hit 80%. To make this happen, we are restructuring the working group to enhance its efficiency.” The campaign committee, chaired by Deputy Prime Minister Koeut Rith, consists of 13 vice-presidents and 16 members.

Under this initiative, several specialized teams have been established: 32 teams focus on civil cases, 30 on criminal cases, 29 on research and investigations, and 33 analytical teams work with advisors to support campaign management.

Deputy Prime Minister Koeut Rith reiterated the campaign’s two primary objectives during a January press conference: to redress irregularities within the judicial system and to ensure justice for those who have faced legal injustices or social abuses. This initiative is also dedicated to enhancing transparency, integrity, and fairness within the legal process, reasserting the Ministry's commitment to delivering justice for every Cambodian citizen.
