HEM Vanndy Advocates for Business Support Approach With DISTI’s Private Sector Engagement

Prey Veng, Phnom Penh, August 12, 2024 – Mr. HEM Vanndy, Minister of Industry, Science, Technology & Innovation, recently visited the Capital-Provincial Departments of Industry, Science, Technology & Innovation (DISTI) in Prey Veng and Phnom Penh. The Minister emphasized the crucial role these departments play in fostering local industrial and business development.

Mr. Vanndy, conveying the greetings of Samdech Thipadei Prime Minister, stressed MISTI’s mission to secure tangible achievements during the 7th mandate of the Royal Government of Cambodia. He encouraged officials at the provincial level to become well-versed in the Pentagonal Strategy Phase I, particularly in relation to MISTI’s mandates and the public services available to support the private sector.

Economic diversification, Mr. Vanndy highlighted, is at the heart of Cambodia’s growth strategy. He positioned DISTIs as pivotal in driving this agenda forward, particularly in managing the manufacturing and industrial sectors. “Diversification involves multiple ministries and institutions, but MISTI remains central to managing manufacturing and industrial sector,” he stated.

Mr. Vanndy called on DISTIs to enhance their advisory capacity, particularly in guiding the private sector on technological advancements and machinery improvements that can boost quality and productivity. He also advocated for the creation of a data-sharing mechanism among capital-provincial departments and with the Ministry, emphasizing the need for a more seamless flow of information to support informed decision-making and policy development.

To improve efficiency and safety, the Minister suggested innovating DISTI operations, such as installing sensors to monitor heat and pollution, with data feeding into a central system. This, he argued, would reduce the necessity for frequent site visits and enhance both safety and operational efficiency.

Mr. Vanndy drew an analogy between nurturing a tree and supporting business growth. “You can't shake a tree that has just begun to grow. Instead, it's essential to nurture it with water, provide it with fertilizers, and care for it regularly. MISTI advocates for support, not interference, in fostering private sector engagement,” he remarked.

This supportive approach aligns with recent reforms by the Royal Government of Cambodia, including the reduction of numerous inspections in favor of a coordinated, joint inter-ministerial inspection mechanism conducted annually.

Finally, Mr. Vanndy urged DISTIs to identify and leverage opportunities to create value in their respective regions. He cited the garment sector’s demand for raw materials such as fabrics, polyesters, buttons, and other inputs as an example, encouraging the collection and sharing of this data.

In his comments on organizational leadership, the Minister emphasized the importance of self-control, personal discipline, continuous capacity development, and health management. He also underscored the need for fairness, equal opportunities, clearly defined roles and responsibilities, and proper succession planning to ensure the long-term sustainability and effectiveness of the institutions.
