The committee addressed critiques and questions surrounding Cambodia's participation in international human rights mechanisms and its domestic policies, particularly in relation to the Universal Periodic Review (UPR) and recent elections.
Universal Periodic Review and International Engagement:
The CHRC highlighted Cambodia's active participation in eight of nine core international human rights treaties, demonstrating a longstanding commitment to human rights since 1993. The committee emphasized that recommendations from these treaty bodies are thoroughly implemented, reflecting Cambodia's specific context and needs.
Election Integrity and Civic Space:
Addressing the integrity of recent elections, the CHRC described them as free, fair, and reflective of a vibrant multiparty system. The 2023 National Assembly elections saw a high turnout, with 18 parties competing in a peaceful environment. This process was observed by numerous national and international observers, underscoring its transparency.
Concerns Over Political and Civic Freedoms:
The CHRC rebuffed claims that crackdowns on environmental activists and political dissenters were unjust, attributing legal actions to offenses against public order rather than suppression of free speech. Advocacy for Indigenous Rights and Prison Reform:
The committee also detailed advancements in indigenous rights, including policies for land registration and enhanced educational opportunities for indigenous children.
