Kumamoto, Japan, July 11, 2024 – On July 10, 2024, with the honored permission of Deputy Prime Minister Dr. Aun Porn Moniroth, Minister of Economy and Finance, and Chairman of the Non-Bank Financial Services Authority (FSA), Sou Socheat, Director General of the Securities and Exchange Regulator of Cambodia (SERC), delivered the keynote address on the topic “Corporate Bond and Sustainable Bond Market Development in Cambodia” at the 40th ASEAN+3 Bond Market Forum (ABMF) Meeting in Kumamoto, Japan.
The event was co-organized by the Asian Development Bank (ADB), Kumamoto Gakuen University (KGU), Kumamoto International Convention and Tourism Bureau (KICB), eXtensible Business Reporting Language (XBRL), and the Sustainable Finance Institute Asia (SFIA).
In his address, Socheat discussed the evolution of Cambodia’s securities market, highlighting its achievements and the direction SERC is taking to develop a sustainable financial market. He emphasized the promotion of the corporate bond market in Cambodia, noting, “Despite the nascent stage of the corporate and sustainable bond market in Cambodia, as the sole securities market regulator, SERC is committed to promoting the development of the securities market in alignment with regional and international standards. This commitment ensures that Cambodia's securities market operates transparently, orderly, and with good governance, providing confidence for both local and international investors.”
The 40th ABMF meeting, held from July 8-12, 2024, focused on monitoring the progress of bond market development among member countries, particularly in the context of sustainable finance and digital assets within ASEAN+3. The meeting was attended by ABMF members and relevant international institutions, all dedicated to developing a sustainable bond market in the ASEAN+3 region.
Additionally, with Socheat's permission, Seang Thirith, Deputy Director General of the SERC, led a team of colleagues to participate in the meeting and related events from July 8-12, 2024.
