Senate Approves "Draft Law on Inland Water Transport"

Phnom Penh, March 12, 2024: In an extraordinary session convened on Tuesday morning, March 12, 2024, the Senate approved the "Draft Law on Inland Water Transport," which had undergone meticulous drafting, review, and commentary by relevant institutions.

The enactment of the "Draft Law on Inland Water Transport" aligns with the national interests and priorities outlined in the Pentagon Strategy, Phase I, and Pentagon II, particularly emphasizing the drafting of legislation concerning inland waterway transport and ports.

This legislative initiative is crafted to regulate the management and development of Cambodia's waterways and ports, ensuring transportation safety, security, and investment opportunities. Additionally, it aims to foster fair competition, equity, and transparency to bolster both national and international trade while supporting economic development.

Comprising 18 chapters and 275 articles, the draft law is poised to yield several key benefits:

1. Efficient and sustainable management of ships, crew, ports, and waterway infrastructure, enhancing operational effectiveness.

2. Creation of employment opportunities for Cambodian citizens as sailors aboard vessels involved in domestic and international maritime trade.

3. Encouragement of investment in the water transport sector, facilitating the establishment of shipping companies, navigation services, shipyards, and port facilities.

4. Promotion of waterway utilization to alleviate strain on road infrastructure, thereby reducing state expenses on maintenance and repair.

5. Facilitation of multimodal transportation integration, aligning with the Comprehensive Master Plan on the Cambodian Intercontinental Transportation and Logistics System 2023-2033.

6. Fulfillment of international obligations as a member of international organizations in the realm of water transport.

The approval of this draft law marks a significant stride towards enhancing Cambodia's inland water transport sector, fostering economic growth, and bolstering connectivity within the region.
