PHNOM PENH: Prime Minister Hun Manet has given all ministers a week to clearly designate the roles of Secretary and Undersecretary of State within their ministries.

In a special audio message on September 3, the PM said that the roles must be clearly divided between political leadership and technical leadership to ensure institutional efficiency and to avoid interference on the work of professional units, ministries and institutions without bypassing technical hierarchy.

"Ensuring that the guarantee of unity, solidarity and harmonization of labor in public administration institutions to improve work efficiency is a priority that we must pay high attention to," he said.

At the same time, the Prime Minister urged his ministers to work hard to ensure the sustainable performance of work in the institution. If there is a reorganization of officials, two basic considerations must be considered: focus on the merits, work, ability, knowledge, talents and ethics of the officials, and the other basis is virtue.

He encouraged old and new officials to work together to enhance the capacity of the institution to be stronger and more effective.
