Two-Star Military Officer Arrested for Physically Abusing a Woman

Kampong Speu: A two-star military officer Lieutenant General Mr. Soy Chansoeun has been arrested and detained at Kampong Speu Provincial Police following an arrest warrant order from the court. The arrest warrant was released after a 41-year-old woman named Ms. Duong Hemalis filed a complaint on January this year for being physically abused and illegally detained by the military officer. Chansoeun is the deputy director of the Development Command of the Ministry of National Defense.

Kampong Seu Provincial Police Commissioner Major General Mr. Sam Samoun says that they are currently working on an investigation against Chansoeun based on the complaint filed by Hemalis. The police record says that Hemalis was together with Chansoeun on 22 January this year, when all of a sudden, they had an argument. Their argument led to physical abuse. The military officer hit the woman several times in different parts of her body and illegally detained her in the house of the suspect’s children.

However, Hemalis was able to ask for help until police officers arrived at the house where Chansoeun detained her. The two-star military officer is now facing charges for intentional violence with aggravating circumstances and illegal detention. The police report did not mention the relation between Chansoeun and Hemalis.
