Cambodia and Timor-Leste to Sign Aviation Services Agreement Today

PHNOM PENH: The Minister in Charge of the State Secretariat of Civil Aviation, Dr. Mao Havannall, will sign the Aviation Services Agreement with his counterpart from the Democratic Republic of Timor-Leste on Thursday, 20 October 2022, at the Peace Palace. Prime Minister Hun Sen and the President of Timor-Leste, José Manuel Ramos-Horta, will preside over the signing ceremony.

This agreement contains 21 articles of guidelines and compliances from the International Civil Aviation Organization (ICAO), which will bring benefits to Cambodia and the Democratic Republic of Timor-Leste, through the establishment of close ties in the field of civil aviation and security cooperation. This agreement also includes provisions on passenger safety and establishes transport links for both international passengers and goods.

The agreement is expected to lead to an influx of passengers traveling by air between Cambodia and Timor-Leste, to mutually develop trade, economy, tourism, investment, and other related sectors, establish air transport services, connect people, culture, and business between the two countries, and also support the sustainable growth of aviation.

New opportunities will be created for airline companies from Cambodia and Timor-Leste to cooperate on code-sharing flights and explore the possibility of launching direct flights between the two countries. Additionally, multi-passenger landings through the use of the fifth flight rights (5th Freedom Traffic Rights) will grant passengers new experiences, new destinations, and new options, diversifying travel.

The President of Timor-Leste, José Manuel Ramos-Horta, is paying a state visit to Cambodia from 19-22 October 2022. The Timorese President and Prime Minister Hun Sen will preside over the signing ceremony of two important bilateral documents: The Aviation Services Agreement and the Memorandum of Understanding on Rice Trade between the Government of Cambodia and the Government of the Democratic Republic of East Timor.

It should be noted that Cambodia has already signed Air Transport Services Agreements (ASAs) and Memoranda of Understanding (MOUs) with 47 countries around the world.
