Infrastructure Solve Congestion Roads 3 and 4

Phnom Penh: The Chom Chao flyover and subway, which intersects the Russian Federation Road with National Roads 3 and 4, is a project of the Royal Government of Cambodia through the Phnom Penh Capital Administration and has been contracted by the Overseas Cambodian Investment Company (OCIC) was officially inaugurated this morning, 31 March 2022 under the presidency of the Prime Minister Hun Sen.

The flyover and subway project was opened under the presidency of Prime Minister Hun Sen on 29 June 2018, which took 30 months to build and cost about 22 million US dollars.

Speaking at the inauguration ceremony this morning, Phnom Penh Governor Khuon Sreng said that the construction of the flyover and subway has solved traffic congestion effectively and made the area more potential for development especially trade, industry and construction development in Phnom Penh.

He said: "For the benefit of the Choam Chao flyover and subway, in conjunction with the National Road 3, National Road 4, Choam Chao Road and Boulevard of the Russian Federation, it has made significant contributions to resolving traffic congestion effectively, Previously, commuters passing through the Chom Chao intersection had a long period of traffic congestion and gave the area the potential for comprehensive development."

Residents who attended the inauguration of the Chom Chao flyover and subway this morning expressed their happiness. They said that before the flyover and subway were put into operation, they had a hard time because of traffic jams, long waits and slow delivery of goods. However, after the launch, they have solved many of these difficult problems.

A resident of Phnom Penh, Mr. Hoeun Sovannaroth, said: “Previously, there was no flyover, it was seen that it caused traffic congestion on that road, it took a long time to enter Phnom Penh. "[…] Now it is easy and convenient to travel and ride fast and easy."

Another resident of Phnom Penh, Ms. Soeng Mom, 65 years old, said: "After this bridge, our road is less congested! It's multi-level flyover, it easy to go to the airport, it's easy from Canadia Bank. It eases traffic congestion and accidents are less likely to carry goods."

The Choam Chao flyover and subway are divided into three sections: The main flyover connects traffic from National Road 3 to the Boulevard of the Russian Federation, the bridge splits to Veng Sreng Road and the left-turn curved bridge connects Veng Sreng Road to National Road 3. In addition, the project also built a road and a subway, a curved road connecting traffic from Veng Sreng Road to National Road 4.

The flyover and subway have a lifespan of up to 100 years.

Speaking at the official inauguration this morning, Prime Minister Hun Sen said that the construction of the flyover and subway will start from the needs of Cambodia through the development of the country. He added that the construction, seeing that congestion would increase, so the construction of flyovers and subways is very necessary.

He said: "If the situation is the same as it was in the 1970s, 1980s or 1990s, there is no need to build flyovers, subways, overpasses here, […] This starts from the need, if there is no demand, the increase of the population, especially when there is an increase of vehicles, cars, motorcycles, people's transportation, that is why there is such a need."

This Chom Chao flyover and subway is the fifth project of Phnom Penh Capital Hall after Kbal Thnal flyover, 7 Makara flyover, 5 Makara flyover and Stung Meanchey flyover, while the sixth project is under construction in Russey Keo district.
