Chinese Ambassador: US-China Trade Tensions Harm Developing Nations; President Xi Urges Investment in Cambodia and Expanded Market Access

Phnom Penh, Cambodia (April 19, 2025) — Chinese Ambassador to Cambodia Wang Wenbin underscored the detrimental effects of the ongoing trade war between China and the United States on developing nations, including Cambodia, during a press conference held at the Chinese Embassy following President Xi Jinping’s state visit.

Ambassador Wang attributed adverse effects on global trade dynamics to what he termed “unprincipled tariff measures” imposed by the United States, stating that these actions not only impact American industries but also disproportionately affect developing countries globally. He expressed hope that the international community would unite in opposition against unilateralism and protectionist policies.

"China will cooperate with regional countries, especially Cambodia, to safeguard a bilateral trade system under the World Trade Organization," Wang noted. "Our aim is to maintain a balanced, open, and inclusive trade policy." President Xi has encouraged increased Chinese investment in Cambodia and has pledged to further open the Chinese market to Cambodian products, specifically agricultural goods. This commitment is intended to aid Cambodia as it aspires to achieve upper-middle-income status by 2030 and transition to a high-income country by 2050.

In light of a recent reciprocal tariff hike of 49% announced by the US, Cambodia has engaged in prompt diplomatic efforts. These negotiations have borne fruit, leading to a 90-day suspension of the proposed tariff increase for nations, including Cambodia, that have sought discussions with Washington.

Furthermore, Ambassador Wang highlighted China's commitment to supporting Cambodia’s infrastructure development, specifically mentioning the Funantecho Canal Project as a significant priority. During the press conference, he confirmed that five key agreements related to the Funantecho Integrated Water Resources Management Project were signed amid President Xi’s visit, including a Public-Private Partnership Agreement.

"This project is a dream of the Cambodian government,” the ambassador stated. “China understands the needs and concerns of Cambodia and is committed to continued support." The agreements were signed by representatives from both the Cambodian government and Chinese enterprises involved in the project.

Additionally, Ambassador Wang remarked on the importance of railway cooperation between China and Cambodia. He pointed out that discussions are ongoing regarding a railway connection from Cambodia to China, and he further stressed the necessity of improving regional connectivity for mutual benefits.

The Cambodian Minister of Public Works and Transport, Peng Purna, revealed that the country's railway development plan comprises both medium- and long-term phases set from 2023 to 2033. Projects include upgrading existing rail lines and constructing new high-speed railways.
