National Assembly of Cambodia and Hanyang Cyber University Sign MoU on Capacity Building

SEOUL, April 10 – The General Secretariat of the National Assembly of Cambodia has signed a Memorandum of Understanding (MoU) with Hanyang Cyber University of the Republic of Korea to enhance capacity building through higher education and digital collaboration.

The MoU was signed in Seoul by Dr. Keo Piseth, Permanent Deputy Secretary-General and Chief of the Cabinet of the President of the National Assembly, and Dr. Ki-Jeong Lee, President of Hanyang Cyber University. The signing ceremony was witnessed by Samdech Khuon Sudary, President of the National Assembly of Cambodia, during her visit to the university.

Under the agreement, Hanyang Cyber University will provide online postgraduate-level courses tailored to the needs of Members of Parliament and General Secretariat officials. The collaboration aims to strengthen institutional capacity and contribute to Cambodia’s broader development goals.

Dr. Ki-Jeong Lee welcomed the partnership, noting that the MoU marks the beginning of a new phase in cooperation between the two institutions. He expressed the university’s commitment to expanding collaboration in additional areas, emphasizing the university’s core values of creativity, service, and social responsibility.

During the ceremony, Samdech Khuon Sudary reflected on her earlier meeting with Dr. Seong-Geun Oh, Vice-President of Hanyang Cyber University, held at the National Assembly in Phnom Penh. She noted that both sides recognized the crucial role of human capital in national development and agreed to strengthen cooperation through targeted training and education.

Samdech reaffirmed her commitment to institutional reform and modernization, particularly in advancing a digital parliament. She highlighted the efforts undertaken during the 7th Legislature, including numerous training programs aimed at enhancing the capacity and professionalism of parliamentary staff.

She expressed sincere appreciation for Hanyang Cyber University’s decision to offer 20 annual scholarships to Members of Parliament and General Secretariat officials, describing the support as both timely and impactful.

“This support will address practical needs and accelerate the reform of the National Assembly toward achieving a digital parliament,” Samdech stated. “I am confident that the support of Hanyang Cyber University will serve as a vital foundation for expanding comprehensive cooperation between our two nations.”

Samdech also underscored the enduring friendship between Cambodia and the Republic of Korea, emphasizing the importance of people-to-people ties, education, and cultural exchange as pillars of their bilateral relationship.
